Dear Customer,

You are ordering goods (++++++++) which subject to excise duty according Directive 08/118/EEC and Article 20 of Directive 03/96/EEC.

There are two possibilities to receive products subject to excise duty:

a) under duty suspension (the consignee does have a valid excise number (EMCS))

b) products released for consumption in Germany (simplified accompanying document)

In case of no usage as fuel or heating oil it is possible to receive the goods without excise duty (already released for consumption in Germany).

According Commission Regulation (EEC) No 3649/92 we have to issue a simplified accompanying document.

For the intra-community movement of products subject to excise duty which have been released for consumption in the Member State of dispatch and for the document itself we need some additional information:

Box 3 Competent authority:
The name and address of the authority in the Member State of destination to whom the movement has been declared in advance.

Box 6 Reference number and date of the declaration:
The declaration and/or authorization which has to be given by the competent authority in the Member State of destination before the movements starts.


Please let us know your excise number (a) or give us the additional information mentioned in (b).

Subject: EMCS implementation

Dear Customer,

We would like to draw your attention on the importance of some fiscal document changes which will take place on January 1st 2011:

* The EMCS (Excise Movement and Control System) is a computerised system for monitoring movements of excise goods under suspension of excise duty within the EU.
It will replace the paper document that currently must accompany such movements (the Administrative Accompany Document or AAD) with electronic messages from the consignor to the consignee via Member State Administrations.
EMCS will mean a simplification of procedures, a quicker release of the guarantee for traders and an effective monitoring with real time information and checks during movements.

* Strictly related to EMCS is the SEED, the System for Exchange of Excise Data online verification. It provides a service to verify Excise Numbers with an official web browser and use them in the electronic document during goods movements.
The excise number in the SEED must start with two letters (the ISO code of the Country of authorization) followed by 11 alphanumeric characters without spaces.

Starting from January 1st 2011 EMCS and SEED become compulsory for all relevant movements of excise goods.

In view of this, we would like to ask you to verify with your local custom office (if not yet done) if you are already ready to receive and send back the electronic AAD by EMCS system and if your excise number is well registered in the SEED.
