Non ricordo se li ho mai visti prima, se c'erano la volta precedente che ho aperto la cartella. Sembrerebbero file di installazione di qualcosa, che Windows ha copiato lì e non ha cancellato.

Ad esempio il contenuto di eula.1028.txt è

Devi aver sputtanato qualcosa durante l'installazione di Visual Studio, non dovrebbe mettere file in C:\ o almeno a me non l'ha fatto (non ho ancora installato VS2015 però).

  DEVE aver sputtanato qualcosa. Io non ho installato proprio niente, dev'essere successo durante un aggiornamento, magari per installare una qualche libreria che serve a chissà che.
  Oppure l'installazione di qualche programma ha installato una libreria che gli serve. Qualche giorno fa ho installato Laewo Bluray Player, magari il colpevole è lui.
  
  Vorrei riuscire a prepararmi un sistema pulito e veloce (il Windows 7 che ho dopo la reinstallazione non è pronto rapido e scattante come quello che avevo a computer nuovo) per farne un'imagine prima che si deteriori di nuovo tutto.
  
  Ad occhio e croce questi file potrei cancellarli, ma non oso andare a vedere cosa c'è in Temp

    Quando installi i runtime di visual c++ ti chiede dove spacchettarli e probabilmente gli hai detto di farlo in c:\.
    Puoi tranquillamente cancellare tutto.
    Per pulire le varie directory di temporanei (e non solo) usa ccleaner.
