Shirley Lowery..

SEX OFFENDER SOLUTIONS
A guest commentary by Shirley Lowery
Think about this. A family has six children. One of them steals a piece of candy. All of the children are punished severely for the crime although 5 of them had nothing to do with it. And the punishment continues day after day until the end of their lives. They are all seen as thieves, or potential thieves, and there is no way to escape it. This is the mentality that sex offenders live with.
To register or not to register? It used to be that only those with something to hide did not register. Now there are many others who had rather risk going back to prison than put their information on the "hit" list that registration has become. A person is damned if they do and damned if they don't.
The problem starts with whom we label as a sex offender. A single, non-violent incident can be a mistake, a misjudgment or a set of circumstances. There is no pattern of behavior and no life is forever altered. It would be wise to save that label for a second offense. The registry would tell a far different story.
Take the teen boy who walked up behind the girl at school and popped the elastic in the back of her bra. There was no sexual intent but he is a sex offender. This means he must attend treatment where he must admit guilt to sexual assault and he must admit to force although that was never the case. Failure to fulfill these requirements is an automatic parole violation and off to prison the person goes. The individual pays for these classes. Going to class without cash in hand also brings threats of imprisonment.
I was sexually abused as a child and am thankful there was nobody around to convince me I was a victim. It did leave me wanting answers and solutions. Every day I work with citizens, former sex offenders and their loved ones. The real crime here is how these highly intelligent, compassionate people are shunned and shut out of communities when they have so much to offer.
If the public wants solutions the very best tool available is the sex offender. Who can better provide answers? It takes very little time to determine that a sex offense is a symptom and it is the symptom that gets punished. Various reports state a very high number of false accusations. I believe that FBI figures say as many as 80% of claims are false. Since it is a very rare thing for an accused to be let go we are knowingly convicting innocent people. It is usually by confession due to lack of funds, a court appointed attorney and the promise of making an example out of those who dare take a case to court. It is not an idle threat.
The most difficult lesson I have learned is that many in leadership positions do not want the problem to s top. A grisly crime, particularly the murder of a child, has catapulted many budding politicians into the limelight. I wonder how many have proposals in hand and are awaiting the next death in order to present them. We ask for prevention and are given tools for apprehension. Registration and gps tracking do not prevent anything but the world watches when a manhunt is taking place. It is pure politics. Prevention will come through efforts of citizens and in spite of the government leading us in the wrong direction.
We have underage kids surfing the net for sex. Why aren't we seeing how many of them we can catch and jerk out of these chat rooms? Picking up some trash along the highway might teach them something about personal responsibility.
A fifty-cent plastic whistle around a kid's neck would work wonders. Teaching them that 3 short blasts is a distress call could save lives. The child who was lost for a week in the woods would have benefited from having a whistle. Whistles could have saved the 3 boys who suffocated in the trunk of a car. And look at the abduction tape of Carly Brucia. Had a whistle been hanging from her neck she had every opportunity to use it. That is a sound that travels and I truly think that it would have sent her abductor running and we would have had a different ending.
Getting kids off the Internet and providing all kids with a whistle are simple things that any parent can do. I guarantee that it would do far more toward prevention than anything that the government has provided us with. There are many commonsense solutions. Getting society to listen is a whole different story.
